Facebook's Timeline is Now Available for All Facebook Users

To activate timeline simply go to Facebook's official Timeline page and go to the bottom of the page & click the "Get It Now" button.

Once you activate it on your account you will to set up your options and will have a seven day period in which to review your settings before any of your friends or subscribers can see it unless you prefer to pull the trigger and activate it immediately. In which case you need to hit the "Publish Button" to make it available right away.
